Add support in Stabicad to configure and place a PV panel

Extend Stabicad with support for a configurable PN panel which can be placed from the pallete.

Following parameters do need to be configurable

• Dimensions

• Face-based/Non-hosted

• Height from roof/installation

• Numbering of PV panels like possible for fire alarm symbols

• Ifc parameters filled

• Symbol for PV panel scaling together with PV panel

• Rotation of the Pv panel
